Add a Hex View mode (with basic editing) for editing data files (rather than opening up another editor as well)..

With many programming projects, there are times when you need to quickly modify data files. A Hex mode would be really useful.

I am planning to add this in minimalistic way after 1.50, when plugins infrastructure will be available.
